Water Supply

Water Supply Branch is providing water to the residents of CBC/DHA from Phase-1 to Phase-8, consisting a more than 65,000 housing units and having 0.5 million population (approximately) through line/bouzers which requires minimum 20 MGD water and also deals like new water connection, replacement of service line, Issuance of NOC of Underground tank, complaint regarding shortage of water supply through line as well as through bouzers.
CBC is being provided 7.123 MGD of water on the average by KW&SB against the conservative requirement of over12 MGD. As per MOU signed in 1999, 9.0 MGD of water was required to be provided to CBC by KW&SB. Due to shortage of water supply, the residents of CBC are constantly facing lot of inconvenience inspite of paying water taxes more than any part of the city.

Brief History

The Pakistan Defence Officers Cooperative Housing Society Limited (PDOCHS) handled its own water supply till 1972 including collection of water charges from consumers.

The responsibility handed over to Karachi Cantonment Board (KCB). Staff employed by the society transferred to the board.
Responsibility for water supply once again taken over by PDOCHS, through an agreement with KCB. Under this agreement :-
tick2 The society handled the water supply as an agent of the board.
tick2 Exercised complete technical / administrative and financial control.
tick2 Collection of water charges and reimbursement of salaries of water supply staff of the KCB.

tick2 The civic services gradually transferred to the CBC.
tick2 Staff employed on water supply transferred to CBC in Jun’1982.
tick2 Responsibility for distribution and collection of water charges passed on to the Cantonment Board.
tick2 The authority retained the technical control and responsibility of bulk supply. Director P&D made responsible to execute this function.
In June, on the orders of Comd 5 Corps, the entire management of water supply handed over to CBC and PDOHA relieved of the responsibility entirely.
In September, the water supply situation deteriorated to a state of near collapse. A separate water wing headed by director water supply was created. Again the responsibility of bulk water and technical control taken over by the authority.
In March, further reorganization done as under :-
tick2 A new branch as Additional Director Services was raised.
tick2 Deputy Director Services was appointed who started functioning independently but under technical supervision of Director Technical and Additional Director Services.
During May, Engineering Branch was established. Water Wing started its function under Engineering Branch headed by a Lt Col as Addl Director Water Supply.
As per the decision by Governing Body Water Supply of developed phases (I to VII) will be handed over to CBC by 30 June 2010.

This Branch will provided the water to the residents of DHA through their service pipeline according to CBC scale.
Water will be supplied to the Residents Of DHA Through CBC Tankers with a proper Sanctioned:-
tick2 Water will be supplied to the residents of DHA of those areas that is Phase-7/Phase-8 whether CBC line not energized. CBC will facilitate the residents until the water line energized of DHA and the water will be supplied through CBC tankers till the line energized.
tick2 Extension of bouzers of decline/hilly area/rear portion house if their areas declared by concerned SDO than their water tankers will be renewal automatically, no application required from residents. However Office Superintendent will responsible to check the water charges prior for further approval.
tick2 CEO/Addl CEO is powerful to sanctioned/renewal water tanker of any resident without site report, however the water charges of resident has to be cleared.
tick2 The residents who will not supplied the water through service pipeline not properly than they will be complaint launched to facilitation centre and the water tankers will be provided according to SDO report and process will be completed with 07 to 10 days. The sanctioned of tankers will be approved by Addl CEO.

Under mentioned documents are required for replacement of service pipeline for residential/commercial buildings:-

After received the documents from Facilitation Centre to Water Supply Branch the said documents will be forwarded to different Branches to complete the process:-
tick2 Forwarded to concern SDO for survey/measurement and the concerned SDO will responsible to return the documents to water supply after measurement.
tick2 Incharge of new water connection is responsible to send the documents to I/c Revenue Branch for issuance of Challan and also approved to their respective officer and will be returned to water supply along with CBC Challan.
tick2 After approval the new water connection along with copy of Challan Incharge of new water connection has to be responsible to forward this.
tick2 After road cut approval from DHA water supply branch is responsible to issue the final new water connection in the name of owner and also copy provided to area SDO for getting the connection.

Issuance of NOC for the Construction of Underground Water Tank For Completion :-

On receipt of resident application along with cop f CNIC and site plan and the same request will be forwarded to area SDO for necessary checking and the NOC duly signed by CE and CCE and the subject process will be completed within 01x week.

SOP – Suction Pump

tick2 Use of suction pump is not only unlawful but also unethical. User of suction pump deprives his neighbors of their due share of water. Therefore there is a need to eradicate this menace from our society. In subsequent paragraphs, comprehensive instructions are laid down with a view to eliminate/minimize the installation of suction pump in DHA area.
On receipt of information inspecting team will visit and check the house. Preferably the whole team should visit the premises. If due to some reasons one of the members is not present, the inspection will not be deferred/postponed. However presence of SDO is mandatory. Following will comprise the inspecting them:-

tick2 Plumber - For disconnection/repairs etc.
Camera may be used to photograph the suction pump for authenticity.
It will be ensured that inspection team remains cool and courteous. There must be No Hard talk/quarreling between the inspecting team and the residents. In case of any dispute the team will return and report the matter to Superintendent /CE/CCE/Addl CEO or CEO.
On confirmation of installation of suction pump, penalty letter will be issued by CCE/Addl CEO with a copy to Revenue Branch. Penalty imposed will be as under:-
tick2 Suction pump found installed on service line and confiscated. Rs. 15,000.00
tick2 Suction pump found installed on service line, but owner does not allow confiscating the suction pump. Rs. 25,000.00
tick2 Use of suction pump seen by SDO and Supervisor but he resident does not allow the staff to enter the house/building. Rs. 30,000.00
tick2 Taking Illegal water connection without approval Rs. 25,000.00

Disconnection

If a resident fails to deposit penalty to CBC within one month, water connection will be disconnected. In case fine is not deposited by the resident, a reminder will be issued to owner after ten days of issue of the penalty letter. In case no response is received from the owner or fine is no deposited by the owner within one month from the date of issue of penalty letter, water connection of his house will be disconnected. However on receipt of response from the owner the water connection will not be disconnected till finalization of the case.

Re-Connection

Water supply to the affected houses will be restored on receipt of cash deposit receipt from resident of the house. Rs.1,500.00 (Rupees One Thousand Five Hundred Only) be charged fro re-connection.

Waive Off Penalties.

When receipt the request/application from owner of DHA/CBC for waive of illegal water connection penalty/use of suction pump, the CEO/Addl CEO is responsible to check their case and if genuine than they will waive off illegal water connection/use of suction pump penalties.

Routine Reports From SDO.

SDO is responsible to forward the routine reports after checking of necessary supply of water.

Detailing of Persons/Staff at Facilitation Centre

Water Supply Supdt is responsible to checks the clerical and other staff and detail them Facilitation Centre and they will performing their duties at Facilitation Centre concerned of Water Supply Branch and they will forward the reports on daily basis to Superintendant of Water Supply. The attendance will show in Water Supply Branch and they will remain under command of Water Supply Branch.

Residents of CBC/DHA are being coming in Main Office and they hard pressed to hardship bouzer, Superintendent/CE of Water Supply is responsible to note their complaint and put up to CCE/Addl CEO or direct forward to Incharge Bouzer Section for delivering of bouzer on emergency basis.
Concerned SDO of the area will be responsible to give Hardship to the residents, whose are not getting the water through service line according to CBC scale.
